Fixed fees, two tiers.
Every matter is quoted as a flat attorney fee, agreed before any work begins. Each category is offered in two tiers — Standard and Premium — that differ in post-filing protection and case management, not in the quality of the petition. Government filing fees are separate and depend on the forms and processing speed your case requires.
- Standard — attorney fees for the full petition: evaluation, evidence strategy, drafting, and filing management.
- Premium — everything included in Standard, plus priority case management, one RFE response, and one re-file if the petition is denied.

EB-5 and the Gold Card.
Investment-based categories carry their own fee structures. For EB-5, attorney fees reflect the added work of source-of-funds documentation and, for Regional Center cases, project review.
| Category | Attorney fee | Note |
|---|---|---|
| EB-5 Direct | $18,000 | Attorney fees only; investment capital separate |
| EB-5 Regional Center | $25,000 | Most common pathway; includes project review |
| I-829 (EB-5) | $5,000 | Removal of conditions, filed after two years |
| Gold Card | — | A $5M US government program fee, not an attorney fee. See the Gold Card page. |
Government filing fees are separate.
The fees above are what USIA charges for legal work. They do not include the fees USCIS charges to file — which vary by form, by whether premium processing is elected, and by periodic fee-schedule changes set by the government. We itemize the applicable government fees for your specific case during the engagement so the total cost is clear before you file. We do not mark up government fees.
How RFE costs work.
USCIS may issue a Request for Evidence requesting additional documentation or clarification after a petition is filed.
- For clients enrolled in Premium, one RFE response is included as part of the representation.
- For clients enrolled in Standard, RFE responses are billed separately based on the complexity and scope of the response required. Attorney fees for standalone RFE responses are determined case by case and will not exceed $3,500. We will always provide a written quote before beginning any RFE response work.
